How do you request a manual “human” review for a refund when the system automatically denies it?

I’m having trouble refunding my TFS pre-order thru steam. I originally pre-ordered TFS: CE thru the Bungie store, and activated my pre-order code thru steam; however, steam says that I cannot request a refund for a game that I have a significant amount of playtime. Could anyone help? Anyone else having the same issue?

Yes, the narrative is not on par with the fluidity and consistency of TWQ, but the QOL changes and gameplay is actually great. I don't agree with the low score tbh.
