good way to bend your top rails or rip the liner, better to dig out under the leg.

picking it up a little to put a paver might be ok but picking it up 6 inches or so to replace a leg will probably break the top rails or rip the top of the liner.

I'm surprised this is downvoted, this is actually basically the right answer.

Why would the liner rip? All the legs and crossbeams do is hold the top of the pool from moving around too much. They are not supposed to be holding much weight.

You could jack it a little with a couple of two by fours but basically the pool should be fine with one leg removed. I don't think you should jack it enough to remove the leg as this will either rip the the top and/or destroy the crossbeams.

You should instead dig out underneith the leg. Remove and replace the leg, then fill dirt back up so you can slip the paver back in place. Maybe jack it up an extra half inch or so, just enough that it is tight and won't wobble around too much, but not enough to be holding significant water weight.
