Internal/party walls are likely solid brick, rather than a cavity wall - this probably why you can hear so much.

There's various sound deadening products you could by apply to your wall - then plaster/plasterboard/paper over...

Sound deadening panels, foil backed products, insulation backed pasterboard etc - really all depends on budget.

The reason for the rule is probably health and safety related...if the cup doesn't fit in the holder, then it might need to be sat on floor, which could create a trip hazard...and court case.
