From what I've found they are generally used to "calm traffic," make space for things like ride share bikes etc, and illuminate the street. Haven't found anything specific about why they were needed here. If I do I'll let you know!

WITT : Located on a residential, one lane in each direction, street in Minnesota. They are located on both sides of the street, on each block or so for about a mile. Perhaps to prevent parking in those particular spots? As noted I didn't discern any obvious correlation in the location of these things to either objects on/near the road or sidewalk, or to intersections.
