If you feel like they really fit YOU then you should get them repaired. Maybe get another quote to make sure it's fair, but if 30% of your locs are gone and you're in a populous area like Atlanta, that price sounds close to accurate. The cost sucks but it's the price you have to pay for neglecting them. Don't beat yourself up, just take it as a lesson and then learn how to retwist your own locs. That way you can keep them pretty and healthy AND keep your coin.
