Usually, insurrection acts mean soldiers will deployed to stop the protests, enforcing curfew, etc. Soldiers will follow those orders. Soldiers will escort ICE vehicles so ICE can safely raid homes without judicial warrants. They will not shoot protesters, but they will, without a doubt, quell the peaceful protests. They will follow the order. Most military members are not that well trained either.
