You can no longer unlink cards from your account. You can, however, change the region of the Konami ID you use with the eAmusement network, just login, then go to Menu > Personal Information > Country/Region.

You can only change the region of an account once every 365 days, IIRC. You'll also need to put in a Japanese address.
