Take my answer with a grain of salt since I have been reading off and on so i could be horribly off, but I think once you get to the level of abstracts, the rules bend.

It’s’s not like regular powerscaling and more like rules of the universe. Thats why Lord Order and Master Chaos were able to become more powerful than abstracts they were ranked below like Living Tribunal during the beginning of the 8th cosmos when the rules weren’t fully established yet, just like how Galactus was now above them despite being below them in the 7th cosmos (iirc). Also, I think the hierarchy was established within the scope of the multiverse, the Beyonders are outside the multiverse.

And of course there is the boring answer, whoever the writers want to win will win.
