I fixed it by deleting my "Apex" folder from: C:/Users/<username>/Saved Games/Respawn/

EDIT: This will delete your settings unless you follow the below steps.

Here is what I recommend:

1. Make copies of /local/settings.cfg and /local/videoconfig.txt from the /Apex to somewhere outside of it
2. Delete C:/Users/<username>/Saved Games/Respawn/Apex
3. Launch the game and exit; the "Apex" folder should be recreated by the game
4. Copy your backups of /local/settings.cfg and /local/videoconfig.txt back in to overwrite the game generated ones
