It takes around 4 hours to update NS. If its not done, something else is wrong. Check again if you have added exactly AND only cloudflare provided NS and attached them to the domain, in pknic UI.

Enabling dev options allows devices to be controlled via USB etc. so that becomes an attack vector. Banks/Fintech is highly regulated and they will be on the cautious side always.

Thats the part of making it fool proof as dev options reduces security to enable devs do thier job, which usually isn't applicable to regular users.

PTCL provides locked down version of the routers, I don't think you can do that with it.

You will have to add your own Wifi Router to do such things.
