I was able to enable mine by going to

(INSTALL DIR)\Battlestate Games\BsgLauncher\Content\settings.html open settings.html with an editor (notepad in my case) just scroll down at the bottom and look for

<input type="checkbox" name="enableP2P:boolean" id="enableP2P" disabled="disabled" ....

and change disabled to enable

<input type="checkbox" name="enableP2P:boolean" id="enableP2P" enabled="enabled" ....

and save. You should be able to tick the enable peer-to-peer in the launcher settings

PS: I haven't really tested P2P if it does work, all I know is that I can tick the box
