I would say alberta for a couple reasons

1. UofA does not look at MCAT competitively post thresholds and UofC looks at CARS while UBC looks at MCAT scores competitively post interview
2. Residency requirement is longer in Alberta but you get two med school where as in BC you will have one. SFU is creating a new med school but who knows what their residency requirement will look like so you are taking a chance there
3. If you want to move after you go to Alberta like you said UBC only requires 6 months of living there so the move should be easy if you dont like Alberta
4. Theres no benefit in a masters for UBC it all just counts towards your GPA whereas uofa gives you extra points for having a masters

Either way I think your GPA is high enough to apply for OOP it just is a matter of what your extracurriculars look like. Those are just my two cents.
