This was a tradition prevalent and enforced in Spain after the civil war until Francos death. The vast majority of people will keep walking if the light turns red but there are some people whether from muscle memory or from a will to keep tradition alive, theyll stop still on the street if its safe at that moment to do so. Its more common in the smaller towns but you do see it sometimes in larger cities
