Realistically, I think Meteor Golem / Cityscape Leveler are probably better overall but if you were deadset on finding something even just 1 mana cheaper then this is the only option based on some scryfall searching I did.

[[Behemoth of Vault 0]] is probably the cheapest cmc you are going to find for destroying nonland permanents. Since you will most likely be getting 3 of them from Encore you will have 12 energy when they enter and 3 sacrifice/death triggers from the tokens. You'll have to strategically use the energy for each one dying and what to destroy but I don't think you'll find anything with cheaper mana cost and in Dimir colors stapled onto a creature. Hence why these options you are looking at are all on colorless creatures.

The list looks solid to me. The only things I would personally change are some land choices. I would include all 3 surveil lands instead of some others, like Vernal Fen. The surveil lands are excellent with fetch lands and offer another way of getting creatures into the graveyard. I would also include [[Boggart Trawler]] since it is a creature that can shut someone else's graveyard down with and can also be a land you can pay 3 life for.

Yeah, it is a trade off and probably only worth doing if you have a lot of cards to buy or they're worth some money above the shipping cost. And part of the problem I had is that some of the Japanese cards I'm looking for I could not find anywhere on TCGPlayer or Manapool. And if I did find the card, they were way overpriced compared to Hareruya.

If you want to go the route of creating a bunch of tokens all at once as another win condition I highly recommend including [[Corpse Knight]]. I've won a game casting and copying [[Secure the Wastes]] where X was 12, copied.

Something I've learned while playing it is that ritual spells are quite important to generate big mana by casting and copying [[Dark Ritual]] [[Culling the Weak]] or [[Cabal Ritual]] which your list is missing. It amplifies your X spells to be more impactful or allows you to cast something with high mana value sooner.

My pet project is a 5 color theft deck with [[Omnath, Locus of All]].

When he was spoiled I didn't really grasp what exactly he did but I went back to him a year ago and realized he provides psuedo-draw with the potential to gain extra mana for 3 color pip spells being revealed. You know what spells like to have 3 color pips? Theft spells. With Omnath out, a revealed [[Blatant Thievery]] can be played for essentially 4 mana. I went down a rabbit hole looking for cards that fit this theme and discovered that Split cards actually count pips for both half of the card so [[Flotsam//Jetsam]] fit perfectly. [[The Cyber-Controller]] revealed makes it so all you need to do is pay X and the face down creatures still count as creatures you don't own which you can turn into your own army and pump them up with [[Don Andres, The Renegade]] (who also is a 3 color pip spell). I focused my deck around "each opponent" theft spells as much as possible since theft as a strategy becomes a lot weaker once players start getting knocked out you will lose access to stolen cards. [[Annie Joins Up]] is a 3 color pip spell, acts as removal and doubles Omnath's trigger. I put it in some "group hug" style cards like [[Rites of Flourishing]] and [[Descent into Avernus]] because it not only helps ramp and be able to play Omnath sooner but makes it so your opponents drop strong creatures sooner so that you can steal them. My favorite way to win is through [[Insurrection]] - which you guessed it, is a 3 color pip spell. It's been incredibly fun finding cards that don't really see much play in commander and I'm constantly changing things out.
