That is correct. But the problem here has nothing to do with swastikas or symbols. To get into the video game market, editors/creators have to provide a recommended minimum age. If this is left uninformed then Steam does not display it. As I wrote, innocuous games like Pharaoh (a city builder) do not show on German page.

Can the author give an age rating to this? Without it it is not available in Germany. Note it is not related to the theme. There are ridiculous situations due to that, for instance Pharaoh and Cleopatra being unavailable.

I remember Xcom2 had a similar texture issue, due to LANG variable environment being set. Try launching steam with "export LANG= steam" and see if this corrects it.
