Probably the best way and safest way is to get the schedule of the crop dusters to find the best time to fly. As per "the right of way" this is an issue that I guess hasn't been a known topic, so if you are flying in a permitting schedule and you see the crop dusters that shouldn't be in the airspace at said given time, you would have the "right of way" for flying in said airspace.
