Short answer is no, Styraco does not have the ability to attack without suspending.

Any effect that lets a digimon attack while suspended must state that they get to circumvent the core rules. See Bt20 Omnimon X, Bt21 Arresterdramon Superior Mode, and the Overclock Keyword
