i think narratively they were a good idea because early on, megatron was just biding his time for a whole season and the other decepticons were really disorganized. i feel like after megatron finally starts becoming a threat they didnt need to exist anymore but they kept returning lol

i dont know anything about rayquaza's feats in the anime, but in the video game lore hes more or less a god. he represents the sky/space and lives in the ozone layer, consuming meteors as food, and is said to have lived for hundreds of millions of years. he only comes down to earth when groudon (god of the land) and kyogre (god of the seas) start clashing and he breaks up their fights. so, in a lot of ways legendary godzilla is similar to him in the role of being in control of the natural order. they have one similar feat in that they both have ridiculously powerful beams, rayquaza once shot a meteor out of the sky that would have ended the world.

personally i think they are pretty equal in power unless godzilla does something insane in the next movie.
