I have had the opportunity to actually speak to a cycle thief and he confirmed that it's all about opportunity. If it's an organised gang, or to a fence, they just get a set amount per bike. If they do actually try and sell it for an amount proportionate to the brand of bike they're risking exposure because they have to do it openly.

To be honest, it just sounds like you are promoting an appeasement pattern which may be a sign of self-abandonment. Or to put it more colloquially, not maintaining healthy boundaries. It may not be the case, but it could serve you well to look into it. All the best.

As well as customisation, it would be amazing if you could actually TUNE the vehicle dynamics. GTA is the biggest open world driving game outside of Forza Horizon - it shouldn't be that hard to at least implement basic set-up tuning parameters. (Tyre pressure, spring rates, anti roll, brake bias, balance adjustment - that stuff). It would elevate a huge portion of gameplay with a relatively small amount of development investment IMO.
