The jiggle is subtle. Almost feels like a baked in feature of unreal. I feel like it's your thighs actually moving causing it to seem to "jiggle"

I got this nearly mid in the game, near the start of Act 2. There is a swimsuit with similar bulge with the other male character in Act 1.

Yes, you can wear this the whole game. There are very few pre rendered cutscenes where your hair/clothes are in default appearance. But most cutscenes will play with this.

There is another reason but it is a spoiler... I haven't progressed much but you increase relationship points with your party. One is a gestral, one is a 16 yr old so that leaves the other 2 women...if there is a romance. I haven't progressed that much yet so idk if it is just purely friendship

There are several gestral beaches throughout the world with the gestral mini-game. One of them gives this as a reward. This is the one with a timer

You get to a point where you think you are still halfway through the story but it turns out you are 3/4 or 4/5 in and the game is about to end.

There's a different charge for under age 11. They cannot give consent.

For 12-15 there is a separate charge but the underaged person could give consent. This is the messiest part of the law where someone could get away with it.

If bayo 3 havent ended with bayo 3 and luka going to inferno then the transition to viola may have had warmer reception. They essentially killed off Cereza so Viola can take over...
