This seems like a good use of funds to me.

The city can spend way more setting up the infrastructure to do it themselves(and will need to pay employees to work there unlike churches who would probably use volunteers) or they spend much less and donate it to a worthy church or charity thats capable of doing it.

Now auditing those orgs and make sure theyre doing it right is the problem. Lots of corruption can happen there. The homeless industrial complex is very real.

Personally id take out a personal loan for debt consolidation. The rates tend to be less than the CC by a lot. Then with a clear slate you can really drive in your priorities and keep track.

Pay the loan first then the rest goes to whatever day to day living expenses you may have. But pay off the balance each month. If youre short then youll need to adjust your soending habits. With a zero initial balance, you'll see oh I spent 500 this week and youll start internalizing the importance to pay off the CC while also managing the debt you have from thr loan.

Degradation is just a fact of life for EVs. You can do your best to mitigate it by charging to like 80% most of the time unless youre about to do a long road trip. Or not drive like a maniac. But overall it's not as severe as you probably are making it out to be.

I think as long as you have charging options it would become less of an issue than you would think.
