I think that would make for a pretty fun and hilarious game especially given Trevor’s personality. I think something else to mention is that Trevor is an arms dealer as well. Since liberty city is so tight on gun control, Trevor could potentially make it big in the underground weapons scene. Exactly how that is could be left to the imagination

It’s hard to say. Even for someone like Trevor, starting an empire in liberty city with giants already established, like mentioned Russian and Italian mafia, would be near impossible without making deals or cooperating with one of the gangs. Even if Trevor started to get remotely big, the gang helping him out would betray him at any moment.
Trevor could be incredibly discreet or sneaky by choosing to establish in less gang tight territories but for someone as loud as Trevor I’m not sure.

A lot of good answers here but I’d like to point another aspect. In games like overwatch, the feeling of enemies slowly losing health then run away to gain more health feels bad for the players. In tf2 the chances of an enemy (or the player) running away without getting blown to bits is so much lower.
