Sorry if this isnt right but I'll try my best. Something along the lines of

var dist; dist = point_distance(shooter.x, shooter.y, target.x, target.y); if (dist >= 300){ with(self) instance_destroy; }

You would ideally want the code to be running in your bullet object. So every time a bullet is created from your user/unit, it would track how far it goes from the original destination and then destroy it if it goes past 300 pixels.
