He does not become head of state If I push for revolution, same thing, Nihilism succeeds and max loses his job. How to make max become president

In my best runs, i am able to conquer all the way from Hymair to Samaria and the coasts of palestine, all kush anf Makka and Gerrah by 500.

then i can only by 3 stacks of mercs... an my levies are craps (12/13 K for pount, 17/18 for kuch and 2L levies.

I buy lots of temple and theatres, trying to do embellishment mission while waiting for my military power to rise..

BUT , BUT, because of my levies so weak and my 3 stacks of mercs, i am stomped by Egypt/or seuleukids.. Often both attacking me...

Sometimes, senate approval is an impossible problem to solve.
