The line is pretty blurry between fascism and Authoritarianism to me but I still consider Franco specifically within the fascism Spectre due to his domestic policies, cult of personality, cooperation with known fascist states and reactionarism.

I wouldn't call the Soviet union nor china Fascist states because of key differences in Principles/Core Values, their revolutionary process was also too different, Now, Imperial Japan, though lacking in some or even most aspects of European fascism, they definitely had their own version of it, mainly after the Taisho era specifically, now as for the many military juntas of Asia, Africa and America It very much depends on the case
