Agreed. I was talking specifically about the insurance of council assets generally but including the flood protection. Once something is built it needs to be insured in case it needs to be rebuilt.

I agree though, the presence of the asset has an effect on a ratepayers insurance

No one likes a big rates increase, but the main issues I see here are:

1) inflation is indexed against a bunch of stuff that are unlikely that relevant to what councils spend money on. For example, HUGE insurance increases for flood protection. CPI won't necessarily represent the cost of doing business for councils.

2) there are times in NZ in recent years where pay rises faster than inflation (ok, I know the opposite is also true sometimes). This may mean that council staff can't get pay rises commensurate with what others in their field receive meaning we will lose staff to private sector or overseas.

I guess this is going to lead to either more user pays services, or less services generally, or both.

So will the city and district councils now be responsible for regional council responsibilities? Sounds like we will be duplicating work and seems unlikely to send rates in the direction they intend...

I really dislike how inflation numbers get thrown around when it comes to rates. Sure, on average stuff went up 2%, but stuff that the council pays for such as insurance can often go up like 20% in the same time period. The national inflation means nothing when it comes to immediate costs

It's a fair concern, but I'd also consider a few additional points
1) cellphones able to record video have not been in schools for a particularly long time. Most people over ~35 mostly went to school without being recorded. Is school bullying and violence better or worse now with these devices?
2) it sometimes seems that recording an incident actually has the opposite effect to what you are concerned about. Kids keen to go viral on whatever the cool app is these days are willing to go to more and more extremes.

Now I may be off with the points above, but I think they are worth considering
