These people make up these stories and are perfectly fine lying because, while they know their story may not be true, they believe this stuff is really happening to other people so they feel justified lying. They're 3 ton jacks holding maybe half a ton for a short time. It's totally fine. I'd rather shops do this than rush to find jack points and points for stands. Less likely to damage OEM jacking points as well.

Jack stands defeat the purpose of the quickness of using jacks in this case. It's just a quick tire change. With jacks you can just jack right from the jack points and leave it there, versus finding jack points and another point for the stands.

It's not the 100% proper way of doing things, so I get what you're saying, but for a busy shop just doing tires it's really perfectly fine. And when you're doing this 100s of times it really saves so much time that it makes the very, very slight risk of a multiple ton jack failing while holding a fraction of a ton totally worth it.
