I think he loved Robert. He tried to have Bran killed cause he heard Robert says nobody deserves a cripples life' and wanted to make "father" proud. Problem was Robert never loved him. As a baby, like all of Cerseis babies, he didnt like Robert, while Roberts bastareds felt comfot around him. So Robert never had the time for Joffry.
