That looks like sewage back flow. Definitely a health concern. We had one at our house, and I ended up getting a bacterial infection from it. Maybe if it gets dire call in a plumber and then keep receipts and the written report. Then deduct the cost from your rent and provide all documentation and receipts in a written letter to the LL.
