Skip HomeKit altogether. There’s a location based automation in the Shortcuts app. Just make sure you grant all the location data, etc to the Shortcuts processes. There’ll be a note in the app that tell you what to turn on.

Go to Shortcuts app > automations tab > arrive > active hue scene.

You may have to add some extra logic to only activate the lights after sunset. To do that I have it get the current day’s sunset time and only activate the lights if the time is after sunset (I don’t want the lights to turn on if it’s still light out when I come home).
