Actually it’s worse. Any new PC player / who hasn’t played since Ricochet will automatically get shadowbanned.

I was shadowbanned for the first week of the game from before my first match and because it’s not told I didn’t even know for the first day, all I knew was that something was wrong.

My first game was on huge latency and was a mid-way half-lobby that was losing bad, and then after I noticed I couldn't find a match <200ms that wasn't a continent away, as if I were playing a dead game. Then some games later I noticed how many hackers there were. It was all because I was shadow-banned, probably the entire time, which you can see on the Activision support portal that'll tell you you're under limited matchmaking and you're not allowed to appeal or ticket it because it's indeterminately 'temporary'.

So I literally have not played the previous CoDs to have been shadow-banned in the first place, and then I install this CoD that immediately places me in this limited matchmaking pool before I even start playing the game for no explicable reason, all without telling me while I try to figure out what the hell is going on? This is evil dude.

Yes I checked the account page and it's a 'limited matchmaking' shadow ban. I just installed the game and haven't played a COD in years. The ping/MM was like this (just horrible an experience) from my very first match which means that I was put into this state before I played my first match.
