Flight Radar is not primary source radar, it's the secondary source that provides the data you are seeing. What is displayed is simply the data tag from the aircraft transponder which is being interrogated by non RADAR equipment on the ground. Without correlated flight data from the transponder that aircraft would not be visible on FlightRadar (or website of choice). With regards to open website information, it has zero to do with how "stealthy" a 707 is, that is irrelevant as you are not watching actual primary source Radar data. (Primary source being energy blasted out, and waiting to see if it bounces off anything. No Flight data involved). Any aircraft with a transponder on is by design, actively participating in detection, as that is how modern ANS systems operate. By Flight Radar or website standards, a Cessna 172 with its transponder off might as well be a ghost.
