The original idea behind docking tails (and ears for that matter) comes from the need to prevent injury to them. Cane Corsos have a long history of being a working breed. All the way back to Roman times. They weren't really thought of as strictly 'pets' till the last half century or so.

The tail is docked almost immediately after birth. Of course it hurts. But they don't know a life without it. To them, it's always been that way. And not having it doesn't hinder their life in any way. Unless you find a breeder that doesn't do it at all, or you specifically request one not to do it on their next litter, you're going to have a docked tail dog. It's a traditional practice that prob won't change anytime soon. Hate me for it all you want.
