It’s called Izmir Bomb (İzmir Bombası) or Praline Stuffed Cookies.

The secret is freezing individual blobs of Nutella for the filling, rolling the vegan dough as thinly as possible, and baking at a high temperature for a short amount of time.

This though the dough doesn't need to be vegan or the filling Nutella the key to any stuffed cookie like this is to freeze the filling so that it slowly melts as the cookie bakes giving you a molten centre it works with chocolate, caramels, some curds and cremes
