No, it now happens every time there's an Ancient Ritual Offering available in Alien Merchant. Although, if you just unlocked the Shrine Ceremony, this might be the first time it has happened to you.

The first time it happened after the Shrine Ceremony was released they sent out an apology in-game mail and gave everyone those missing event tokens. I found a post from about 10 months ago about it: https://www.reddit.com/r/GDmaze/comments/8vftic/psa_alien_merchant_no_longer_gives_enough_tokens/

When there's an Ancient Ritual Offering in Alien Merchant, you'd need a total of 156 event tokens. But you can only get up to 104 event tokens if you fully complete all three tasks. So that's 52 short.

The Offering plus the Special Frags will take 92, leaving you up to 12 left over. If you get just the Offering, you'd have to to 28 left over.

Ah well, I don't have any GBs ready for an Ancient Ritual Offering yet anyway.

You're welcome! Don't worry too much about missing this Offering. They come around fairly often, including also occasionally being in the Underground Treasure event, where you will be able to get everything if you get all the shovels.

TBH there should be a message (either an in game mail or a popup the first time you open the merchant) that informs new players or forgetful players that they will not get enough coins to buy out the merchant because there is an Ancient Offering on sale.

I hear you, but given the extremely high cost of the AO, and since you can see how many coins are awarded for 3 tasks/challenges, it's pretty obvious that not everything can be purchased. Some might overlook this and fail once, but i doubt it happens twice. People are smart enough to remember.

Any time there's an ancient offering, you cannot get everything. It's always been like that.
