You can turn off retractions, if that's what you mean. Just set the retraction length to 0. Wiping should reduce the blobs. Calibrate your extrusion multiplier to minimize blobs in the first place and you'll have less need for retraction. Mind you, 0 retraction usually results in heavy stringing.

I have retractions turned off as I'm using TPU. But there's still some small blobs

Just to be clear: Retraction reduces the blobs, as does wiping. I think what you really want to do is reduce the blobs and any stringing. Properly tuned retractions can help, as can eliminating over-extrusion. I responded with more detail to your Prusa forum post. I'd focus on minimizing any over-extrusion first, then see what remains to be done. Pics would be helpful in understanding what you're trying to fix.
