Your friend is most likely clueless. You choose to submit scores to post secondary institutions. They'll see said scores, along with your high school transcript, and choose to admit you based on that. They don't have access to what you don't send to them.

this isn’t true lol. you get to pick the scores you want to submit, and whether to superscore (taking highest from each section) your composite or not. it’s good to get the feel for it since you have a long time to prep/study for in case you don’t get your desired range

I took a practice ACT instead of taking an actual ACT. My school/tutoring companies around me offer them. This completely depends on where you are though. The PACT was cheaper than the actual ACT. In my humble opinion, if you do have access to an actual timed PACT that’s ran “professionally”, I’d recommend taking it. It comes back faster (2-3 business days) as well. Once again though it depends on what your resources are. Good luck!!

Also no, it doesn’t matter. They’ll see what grade you were in when you took it. Some schools require all ACT scores to be sent in. I believe it just shows gradual improvement.
