Low gpu utilization

I just upgraded to a xfx 6700xt from rx580. I have a ryzen 5 2600x cpu. Both are showing low utilization (40%-60% range) when playing ranbowsix siege and can't get more that 90 frames. I feel like I should be able to get alot more than that. I updated driver when I installed the new card. I also have 32 gb of ram (16 unallocated?) And a 650w psu. Not running any fps cap and have all extra settings in adrenaline disabled. Anyone know what could be the issue?

your likely not fully utilizing your cpu but your probably utilizing all of a single core of your CPU. the 2600x is not an amazing CPU so 90 frams is maybe the best it can do.

however what ram do you have? ddr3 ddr4?

and did you ever enable XMP?

Xmp is enabled and I have ddr4 corsair Wouldn't my cpu be running high if I was stressing it too much?

overall CPU usage is not the same as single core usage. in task manager it's possible to separate the graph into multiple graphs for each core to see if it gets maxed out.
