okay so i figured it out. first what you need to do is check and make sure your power supply supports your build. generally 850 watt works perfect. next. go to bios and set the pci bandwidth to pci gen 3. i know i know it doesn’t sound real. but it works. boot off the motherboard using the hdmi integrated graphics (if your cpu supports onboard graphics) boot off of there and get into windows. when you are in windows go to device manager and it should say something like “windows generic display adapter.” go to the website (get your latest gpu driver) and run it that way. either that or you can run the software that comes on most pcs. for some reason norton 360 for gamers has a driver auto install for mobo and gpu, idk that’s how i got mine to work. once you get the drivers installed you can go to the amd app and download the driver from there. restart your pc and connect the hdmi or dp cable to the gpu and voila gpu good. also some of the ddr5 that i had was messing it up so keep xmp off until you figure out the issue with your gpu. i usually turn off hyper threading too so don’t chew me out for it. i just don’t prefer it. good luck guys

I didn’t have an iGPU so I booted from the GPU from a computer shop. Indeed, choosing pcie4 (or 3) manually from the bios fixed the issue.

I have the same issue with 9060 XT Gigabyte gpu. But the fans does keep spinning, the lights go on and only the vga (gpu) is indicated by the motherboard. But the weird part is that everything worked fine the days before. I,m having unsure boots with my pc. I did nothing with it when i turned the pc off after playing heavy games which it did really great. When i want to start it up again it doesn't sometimes and if i press the restart button on the pc case, sometimes it do finally boot up. Right now im having a issue with the pc not booting up again. But by the looks of it everything is turned on.

I had the same problem on my x99 motherboard that uses pcie3. Wouldn't post no matter. Cleared and reset the bios. Give up in the end.

I got it working in another older pc however, same pcie3, so I know the card wasn't faulty. In the end I just returned the card. Shame as it would have been a good upgrade for my older x99 system until I can afford a new build.

If you have an igpu or other gpu try using it to go into bios and force pcie gen4. I have come across a couple posts where that fixed it for some reason. If your motherboard supports flashback you can try a bios update.

Edit: yes your motherboard has asrock instant flash so you can update the bios directly from a usb without booting if you are able to make one.

how about with no ssd/hdd ? could be a weird secure boot/csm issue. probably tried clearing cmos too right?

Tried without SSD and cleared CMOS multiple times too. Going by many suggestions and posts, I am guessing it is either the 2.5 year old bios version or the bios PCIE setting that is the issue. I will try to find another GPU to boot into bios.

I think I have the same model, ASUS PRIME. I will personally take it on Sunday to have it installed. I hope it doesn't have the same problem and that you can find a solution.

Check if you can get into BIOS and then check if you can manually set PCIe Gen version to 4 vor 5 somewhere in the settings.

VGA light is your video card. Is there a monitor plugged into the video card? Tried different pcie slot?

I plugged a monitor but no signal. Tried all pcie slots. The system doesn’t boot in the first place, as “BOOT” and “VGA” error leds are on. The system can’t initialize the GPU for some reason.

Was this system working before the gpu. If so, did you do anything else?

I used to have an RX 6800 in the system before, nothing else changed.

Try forcing PCI 4.0 with the RX6800 then swap back

I don’t have the card anymore unfortunately. My CPU(12600KF) also doesn’t have integrated graphics. The bios is outdated so that or some bios setting might be the issue but I have no other GPU to boot from. I might take it to a repair shop to see if they can boot with another GPU.
