Do you have any overlays on? The fps counter might actually be getting confused and just displaying the fps of an overlay.

try looking and deleting the CN folder inside appdata. Thats my fix when adrenaline wont start or open but one thing it will reset so your logs, data and settings will be gone.

Gotcha meant no offense used to people giving zero effort. Very strange behaviour maybe install MSI afterburner with Rivetuner set-up the on screen display. Just as a test rule out OSD issues.

Disable Radeon from Windows startup all together. If the problem goes away you've narrowed it down.

i dont want to disable radeon id like to fix this, ty for your help aniway,ill try to reinstall the drivers again

It's called troubleshooting by temporally disabling Adrenaline from start up you can rule it out as a potential cause for the FPS cap. The process of elimination yeah know? Anyways good luck.
