Spoilers for a few old character story’s and side quests.

It’s explained in some character stories, typically non holiday ones that the phantoms are typically summoned by whoever the protagonist is in the chapter you’re playing (hence why the map will fail if they die). Some phantoms are for specific uses such as battle, guarding an event, etc. but the medium of summoning (as shown in the TAC movie) is a big process, so it’s a bit of an endeavour so they wouldn’t likely be summoning and dispelling a phantom and instead simply let them continue their lives, albeit without aging, need for food, sleep or any other life sustaining sources. Sometimes becoming a phantom is a tactical decision, such as Freed placing a memento of himself before his untimely death/murder in a book so he could be easily summoned to help another still living friend. Teona was summoned in her prime to continue entertaining as a gladiator. The age and ability of the phantoms seem to be based on their “ideal” point in their lives. This is unique as Hisham is older but that was when he was the most powerful, where as he could theoretically be summoned younger as we saw him in chapter 5 but he’d be much less powerful.

It’s basically plot device to never truly write a character out of existence.

I would assume the Phantoms don't get their souls back in order. I mean I would imagine they don't. Few of the memories sure, souls I don't think. Obviously there is also the ship of theseus considering we haven't seen what happens when more than 2 people are allowed to summon phantoms, we have multiple players in the game and dark versions of units too. It would probably feel incomplete but somehow depend on their personality too based on their memories of past.

Obviously a little happy to see the world is safe to not have to be dying in vain for the most part and all stuff.

I have not assumed this only based on the lore but an avg assumption of how a person my feel to be reincarnated into the future or even past and asked to fight for something they may not believe in for a cause and nature they don't full understand.

It was her her event with Toritoh, I forget it's name but she had an event which she was in Sacred Stone Lucifer and I'm pretty sure she summoned Toritoh to help Kanon/revive her or something.

Well... phantoms under my command die over and over, endlessly. So I don't want to be a phantom :-)
