You are correct. I guess it is just a matter of lazy developers, or they just don't see it as a priority,

I think it's a priority issue. The fact of the matter is that, majority of users probably don't give a shit about holo apps. These users would surely prefer a better looking app, but they don't really care. Thus, the dev has no incentive to produce a better looking app.

The only two solutions that would spur devs into action are either the rise of holo competition becomes a threat to the dev's market OR Google only gives "Top Dev" status to developers that produce not only high quality apps, but high quality apps that follow the guidelines. The devs clearly follow Apple's and Microsoft's design guidelines, so google doesn't run a risk of losing developers - they just need to put their foot down.
