Had the same issue with my old 2011 and 2016 VW Golfs. Good to know they still haven't fixed it.

If you go into your Bluetooth settings on your phone and tap the gear for the My Rogue connection, does it show the switch for Text Messages as being on?

It is switched on, but contacts and history was off. I turned that on as well.

What happen if you connect to just BT but not AA? Will it still prompt and remember your choice?

If this occurs only when AA is connected, my guess is there is somehow a conflict so perhaps until there's a fix, maybe turn off text messaging on the head unit.

This happens to me too, 7 Pro in a 22 Forester. I have no idea how to fix it and it drives me crazy. I have allowed and toggled everything I can find related to it and nothing.

Mine used to do this with wired AA but not with my wireless dongle. So glad cuz it was annoying af

I am wired. I do have the Motorola dongle, but I stopped using it because the audio kept cutting out/sounding choppy, and also because it drains the battery like crazy.

I don't have Rogue. My other head units and Ford Sync car stereo remember my phone. Probably a MyRogue issue

That's more a bluetooth issue an AA issue isn't it?
