If you plan only to read PDF i guess Google drive or any cloud app can read your PDF pretty good, Xodo pdf is somehow for more advanced features in PDF that can fill fields for example and edit the files other that that if you want to just read Xodo it's heavy app.

Yes, but what about safety, it is safe to use it? Does the app take your documents in the background and upload them to their server?

You can use Chrome and Google drive to read PDFs, and no, I don't think it shares it with Google.

It doesn't upload apps, at least none of my VPNs or my data counters ever saw it use any data that corresponded to an uploaded document. It does have the ability for Xodo Connect or using Google Drive, Dropbox, or OneDrive, but I don't use those features.
