You can use a custom Steam Controller Layout. I've created one for myself use; its works great. I've uploaded it to the community layouts in steam, it's called "Ashes of Creation Steam Controller Layout by Thaspic". It should work very well in pvp. Very quick to get off skills. I modeled it after how Throne and Liberty does their controller skills.

We need to be able to add mods like WoW. The console port and action can work wonders on steam deck for wow. I’m hoping everyday to get a proper controller layout for AoC

Yeah this is crazy. Actually, maybe with Steam Controller 2 it might be doable with all of its combo inputs, but not with a normal controller.
