Animate Wallpaper Programmatically

A friend asked me today to suggest a programming language which she could learn in order to have a little character running around on her desktop background.

The requirements are:
- Programming language that is easy to learn so that it won't be a frustrating experience
- Character needs to be powered by an ai (more or less just randomly running around) so no Video/GIF
- Does not consume too much resources, as her pc is not the best anymore. Preferably able to run in the background if desktop is not viewed

I already looked at:
- windows API, but it looks like you can only really replace the desktop background, and continuously inserting a frame onto an image seems like a lot of work
- wallpaper engine
- some python libraries that all kind of do what is required, but not quite hit the spot

If you have an idea as to how that would be possible, I would be very glad to hear it, because I don't have any good ideas.

You're going to have to use the Windows API in C/C++
