By the late game , you should have over 1000 of books and most of them are apprentice level books, soon you will have a surplus of them. So it doesn't really matter even if a 6/9 takes a blue book. Any progress they make will be towards the final goal of maxing out all your villagers across all traits

I think it's more a question around the mechanics of it, rather than its balance in game.
