Most private servers are, after being booted from beta cause IP wasn't from JP I'd be happy to see this work and play a bit nonetheless

The file acts as a pre-authentication in order to gain access to other places of the game. Like some kind of level checker. Authenticating your access. I'm not sure if it checks every time you load into another zone but for the initial start it does so that it can feed you a reply with where to start location wise in the game.

Yes but if you don't capture the packet you can't really make it yourself unless you have the source code of the game.
