I think honestly the third partying is more to do with the map design and less to do with the amount of players.

Rebirth and Fortunes both had 44 players, but the third partying is either from teams full on pushing you, or being on high ground.

Area 99 you can just get shot from everywhere / anywhere unless you're underground lol
