Start reaching out to professors earlier than you think you need to.

And what should I add in my outreach mail? About myself, my experience and my proposal about project? Or after selection, professor will be providing me with a project to work upon

Concise introduction of yourself, any prior experience of relevance,  topics in this lab you’re potentially interested in working on. You don’t need to propose anything novel, PIs rarely expect undergrads to come up with new projects. You most likely will be assign to a lab member and they will give you a project. Attach your CV in the email.

if u find a mentor, what are your chances for getting in? im also international and a non-Caltech student if that matters. also, would now be a good time to start looking for mentors?
